Pre-Proposal Conference:  There will Not be a pre-proposal conference for this sourcing event. INTRODUCTION MCSO has a need of Negotiation Services for updated terms of agreement as well as a Housing Fee/Per Diem Rate for United States Marshals Services USMS. The process for determining the daily Per Diem rate should be fair and equitable for both parties. MCSO would accept and provide secure custody, safekeeping, housing, subsistence and care of federal detainees in accordance with all state and local laws, standards, regulations policies and court orders applicable to the operation of the facility. Detainees would be housed in a manner that is consistent with federal law and the Federal performance-based Detention Standards. See Attachment copy of the previous intergovernmental agreement(IGA) SCOPE OF WORK The negotiations with the USMS are to be completed within three months after the award of this solicitation Suppliers will conduct an analysis of US Marshal per diem rates in the region. This analysis should result in a production of a table or graphic for the Northwest region that includes the jurisdiction, and current USMS per diem reimbursement rate.  This table will be used as an tool in the process of soliciting Multnomah County Board approval for the new USMS IGA. Supplier will write updated terms of an agreement to including current legislative mandates and operational demands.  Supplier will produce a per diem cost proposal submittal to the US Marshals resulting in a successful signed intergovernmental agreement with MCSO. The effective start date shall be April 1, 2019 METHOD OF AWARD  The County is seeking to award one contract. Award, as determined by the County, will be made to  highest scored Proposal.  The responsible Supplier whose Proposal the County determines is most advantageous to the County based on the evaluation process and evaluation factors described in this RIP. The County does not guarantee that any Minimum amount of services will be purchases.  Method of Contracting A Services Contract form is attached showing the standard terms and conditions.  Carefully review the terms and conditions of the Contract.  Additional Contract terms related to this procurement, if any, are set out below in the section entitled Special Contract Terms and Conditions. TERM OF CONTRACT This contract shall not exceed 1 year.  CONTRACT NEGOTIATIONS [Indicate specific contract terms and conditions that may be subject to negotiation.] INSURANCE REQUIREMENTS The insurance requirements are set forth in Exhibit 2 of the Services Contract.  Please review these requirements carefully. MINIMUM PROPOSAL SUBMITTAL REQUIREMENTS Previous experience with USMS eIGA System Knowledge of the USMS contracting process Past experience with analyzing USMS required cost data Previous experience successfully negotiating agreements between West Coast counties and the USMS service.
