DescriptionPre-RFP Announcement: US26 (Powell Blvd): SE 99th Ave - East City Limits, K21178 (an A&E Full-Service project) ODOT will be publishing an Architectural & Engineering ("A&E") full-service multi-discipline solicitation for an upcoming House Bill 2017 funded project. A Disadvantaged Business Enterprises ("DBE") goal is anticipated. ODOT is seeking proposals from A&E consultants to provide Preliminary Engineering ("PE") services required to advance the US26 (Powell Boulevard): SE 99th Ave - East City Limits (ODOT Key Number 21178) to final contract documents, provide assistance during bidding, and, if authorized by Agency, provide Construction Contract Administration and Construction Engineering and Inspection ("CA/CEI") Services during the construction phase. This Region 1 Project will improve safety along Outer SE Powell Boulevard for all modes of travel (vehicle, pedestrian, bicycle, and transit). Project limits are along SE Powell Boulevard from SE 99th Avenue to SE 122nd Avenue, and from SE 136th Avenue to the Portland City Limit just east of SE 174th Avenue. The Project will widen Powell Boulevard, creating a three-lane cross section (one lane in each direction and a center turn lane or median) and include constructing sidewalks, bike lanes, mid-block crossings, bus pullouts, and illumination, as well as improvements to the storm water system, and some traffic signals. Project scope also includes, but is not limited to: right of way acquisition, access management services, utility coordination, public outreach, survey, landscape architecture, testing for hazardous materials, and traffic control plans. Attached are scoping-level details of the intended project. This information is preliminary and subject to change. ODOT intends to publish the solicitation no earlier than October 30th, 2018.
