SOLICITATION PACKAGES ARE NOT PROVIDED AS A RESULT OF THIS POSTING. THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS NOT A REQUEST FOR INFORMATION. Consultants are advised that this project may be delayed, cancelled, or revised at any time. 1. RFP / Project Synopsis: The Oregon Department of Transportation ("ODOT" or "Agency") anticipates seeking Proposals from Professional Services and Related Services consultants to provide project management services, owner's representative services, and other technical and engineering support services for the I-5 Rose Quarter Improvement Project (the "Project") that is anticipated to be delivered using the Construction Manager / General Contractor ("CM/GC") delivery method. The successful Consultant will work closely with the Agency's project manager ("APM") for the Project to assist in the procurement/selection of an engineering services consultant to design the Project, a CM/GC Contractor and an independent cost estimating consultant ("ICE"). The successful Consultant will also work closely with the Agency to establish project management procedures, project administration protocols/requirements and quality review functions in support of preliminary and final design of the Project, and development of needed Project right-of-way. T he successful Consultant will also assist the Agency in the planning, implementation and integration of various design work activities according to the approved budget, schedule and scope of the Project. The successful Consultant will also be tasked with providing quality assurance ("QA") reviews on design deliverables prepared by other Project consultants/contractors, in order to assure that all Project improvements are designed, procured, and constructed in accordance with all applicable current design standards and Agency manuals. The successful Consultant shall also provide owner representative services and other process support services during construction of the Project. The Project will be developed and constructed in two phases. The first phase extends through preparation of final Plans, Specifications and Estimate ("PS&E") contract documents. The second phase constructs the improvements. The selected Proposer team will be tasked with the responsibility to provide the Services in support of the Agency during both phases of the Project. 2. Estimated Project Schedule: Note: All provided dates are anticipated. Firm locations, dates and times will be provided in the RFP documents. a. Request for Proposal (RFP) Issuance: It is anticipated that the RFP may be issued on the Oregon Procurement Information Network (ORPIN) (https://orpin.oregon.gov) on or about October 15, 2018. The solicitation and all amendments for this acquisitions will be posted on ORPIN. Once the documents are posted, they may be downloaded for viewing. b. Pre-solicitation Conference: It is anticipated that a pre-preproposal conference will be conducted in Salem Oregon on or about October 19, 2018. The firm location, date and time will be provided in the RFP documents. c. Solicitation Close Date: It is anticipated that the RFP will close approximately 21-23 calendar days after it is posted on ORPIN. The firm date and time will be available in the RFP documents. This date and time may not be amended by ODOT unless it is in the Departments best interest. It is anticipated that proposals will require delivery to the ODOT Procurement Office, MS# 2-2 3930 Fairview Industrial Drive SE Salem, OR 97302-1166. d. RFP evaluations / Interviews: It is anticipated that RFP evaluations will be conducted within 8-9 days from receipt of proposals and selected firms will be invited to interviews and interviews will occur November 19, 20, 21 or 26, 2018. Interviews may be conducted in Salem or Portland Oregon. The firm location, date and time may be provided in the RFP documents. e. Negotiations & Contract Execution: It is anticipated that this project will be negotiated and contract execution will be made on or about January 3, 2019.
