Attendance is: Optional SERVICE DESCRIPTION, FUNDING AND CONTRACTING INFORMATION The Buyer Attachment page includes the following: Responding to a Sourcing Event – MMP Supplier Guide Procedural Instructions – Proposals Attachment A - Facilities Scope of Services Attachment B - Library Administration Scope of Services Attachment C - Division of Assessment, Recording, and Taxation (DART) Scope of Services Attachment D - Cooperative Purchasing Vendor Agreement Attachment H-1 - HIPAA Sample Contract Services Contract Sample Contract - Exhibit 2 Sample Contract - Exhibit 3 Sample Contract - Exhibit 9 Sample Contract - Exhibit 10 Sample Contract - Exhibit 11 PURPOSE AND OVERVIEW The Multnomah County Department of County Management, Facilities and Property Management, Library Administration, and Division of Assessment, Recording, and Taxation (DART)  is seeking qualified contractors to provide security & vehicle patrol services (armed and unarmed) on a requirements basis for owned and leased Multnomah County buildings and residential properties in Multnomah County. Major service components include: Attachment A - Facilities Scope of Services Attachment B - Library Administration Scope of Services Attachment C - Division of Assessment, Recording, and Taxation (DART) Scope of Services INTRODUCTION AND PROGRAM HISTORY Various Departments of Multnomah County identified above are seeking proposals from qualified firms with demonstrated experience in armed and unarmed Guard and Security Patrol Services for multiple locations across Multnomah County.  Detailed scope of services can be found in the Buyer Attachments page of this sourcing event. GOALS, VALUES AND OTHER IMPORTANT CONSIDERATIONS The mission of the The Multnomah County Department of County Management, Facilities and Property Management, Division of Assessment, Recording, and Taxation (DART) and Library Administration, is to enhance safety and reduce criminal activity. TARGET POPULATION SERVED Multnomah County staff and property. GEOGRAPHIC BORDERS/LIMITATIONS & SERVICE AREAS Services will be restricted to the areas within the borders of Multnomah County. FUNDING The various departments of Multnomah County have budgeted approximately the following the duration of the contract: Facilities and Property Management - $4,000,000 Library Administration - $500,000 Division of Assessment, Recording, and Taxation (DART) - $500,000 Funding of the work described in this RFP is locally funded and is not guaranteed. Fluctuations in funding year to year should be expected. The County cannot assure that any particular level of work will be assigned and the contract will permit the County to add or remove work as necessary depending on availability of funding. MATCH REQUIREMENTS N/A SCOPE OF SERVICES See Buyer Attachment page: Attachment A - Facilities Scope of Services Attachment B - Library Administration Scope of Services Attachment C - Division of Assessment, Recording, and Taxation (DART) Scope of Services PERFORMANCE MEASURES/PERFORMANCE CONTRACTING Performance measures will be determined at the time of contracting. CONTRACT NEGOTIATION Multnomah County will initiate contract negotiations with the responsive and responsible Proposer with the highest scoring proposal. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with the next highest scoring responsive and responsible Proposer. This process may continue until a contract agreement is reached. CONTRACT AWARD Through this RFP process, Multnomah County is seeking to award to one single supplier with separate contracts for each of the three department. Awards, as determined by the County, will be made to the Supplier who submits the highest scoring proposal. CONTRACT TERM Fixed term. The contract term shall be 5 years. COMPENSATION AND METHOD OF PAYMENT Pricing is based on the delivery of a defined unit of service. The unit of service is defined in the RFP. In a unit rate pricing structure, the Proposer proposes the best rate per unit of service. COOPERATIVE PURCHASING Cooperative Purchasing Agreement is located in the Buyer Attachment page as Attachment D – Cooperative Purchasing Vendor Agreement. Proposer to complete and attach to the Supplier Attachment page at time of proposal submission. Other public agencies may establish contracts or price agreements directly with the awarded contractor under the terms, conditions and prices of the original contract Pursuant to ORS 279A.215 and agreement by the selected Contractor to extend the terms, conditions and prices of the original contract. INSURANCE REQUIREMENTS The Proposer awarded a Contract as a result of this RFP and the follow on allocation process will be required to provide the insurance described in Exhibit 2 of the Multnomah County Services Contract located in the Buyer Attachments page. JOINT PROPOSALS N/A MINIMUM REQUIREMENTS At the time of proposal submission, Proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in rejection of the proposal. The Proposal response must be received by Multnomah County Purchasing no later than 4:00 P.M. local Portland time on the proposal submission deadline. Proposer Representations and Certifications - The Proposer must certify that they agree to the Proposers Representation and Certification terms in the Pre-requisite page of the Sourcing Event. At the time of Contracting, Proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in cancellation of the contract Proposers must be legal entities, currently registered to do business in the State of Oregon (per ORS 60.701). Proposers must submit verification that all insurance requirements are met. Proposers must have a completed Pre-Award Risk Assessment if federal funds are used for this Sourcing Event.
