DescriptionProject Description/General Background Information: Project Extents: The US26 (Powell Blvd): SE 99th Ave - East City Limits project (the "Project") extents are along SE Powell Boulevard between SE 99th Avenue and SE 122nd Avenue, and between SE 136th Avenue to the City if Portland east limits (just east of SE 174th Avenue). Note - A separate project is already in final PS&E for the segment between SE 122nd Avenue and SE 136th Avenue. Project Background: The purpose of this Project is to improve safety along SE Powell Boulevard for all modes of travel (vehicle, bicycle, pedestrian, and transit). The Project corridor experiences a higher-than-average level of fatal and severe injury crashes, and the improvements in this Project are intended to reduce the number and severity of crashes. By improving safety along the corridor, travel time reliability will improve as there will be less delay caused by crashes. In 2012 the Outer Powell Conceptual Design Plan was completed through a collaborative effort between City of Portland, ODOT, a technical advisory committee, and a citizens working group. The plan recommended improvements to the roadway cross section to improve safety for all modes. This Project will widen Powell Boulevard, creating a three-lane cross section (one lane in each direction and a center turn lane or median) and will include constructing sidewalks, bike lanes, mid-block crossings, bus pullouts, and illumination, as well as improvements to the storm water system, traffic signals, and driveway access locations. Due to the required roadway widening, Right of Way ("ROW") acquisition services are necessary. Construction for this project is estimated at $61,000,000. Estimated Schedule: - DAP completed in Winter 2020 - Final PS&E completed in Spring 2022 - Bid-let target date is Summer/Fall 2022 - Construction Complete in Fall 2025 Additional Attachments E, F, & G (Previous reports for Project Area) are available by request to Procurement Specialist.
