SOLICITATION PACKAGES ARE NOT PROVIDED AS A RESULT OF THIS POSTING. THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS NOT A REQUEST FOR INFORMATION. Consultants are advised that this project may be delayed, cancelled, or revised at any time. 1. RFP / Project Synopsis: The Oregon Department of Transportation ("ODOT" or "Agency") anticipates seeking Proposals from professional design services and related services consultants to provide Preliminary Engineering services for the I-5 Rose Quarter Improvement Project (the "Project") that is anticipated to be delivered using the Construction Manager / General Contractor ("CM/GC") delivery method. The successful Proposer resulting from this RFP (the "Consultant") must work closely with the Agency's project manager ("APM") for the Project, the CM/GC contractor that will be constructing the Project, the independent cost estimating ("ICE") consultant that will be preparing an independent construction cost estimate for the Project, and the Owner Representative (consultant) that will be assisting the APM in providing project management services, owner's representative services, quality assurance ("QA") reviews on design deliverables, and other technical and engineering support services during the design and construction phases of the Project. Throughout the Project, Consultant key staff will be required to work in a co-location facility with the Agency, the CM/GC Contractor, and the Owner Representative Consultant at the co-location facility provided by the Owner Representative Consultant, and once established, the co-location facility provided by the CM/GC Contractor. The Project will be developed and constructed in two phases. The first phase extends through preparation of final Plans, Specifications and Estimate ("PS&E") contract documents. The second phase constructs the improvements. 2. Estimated Project Schedule: Note: All provided dates are anticipated. Firm locations, dates and times will be provided in the RFP documents. a. Request for Proposal (RFP) Issuance: It is anticipated that the RFP may be issued on the Oregon Procurement Information Network (ORPIN) (https://orpin.oregon.gov) on or about February 19, 2019. The solicitation and all amendments for this acquisition will be posted on ORPIN. Once the documents are posted, they may be downloaded for viewing. b. Pre-solicitation Conference: It is anticipated that a pre-preproposal conference will be conducted in Portland, Oregon on or about February 28, 2019. The firm location, date and time will be provided in the RFP documents. c. Solicitation Close Date: It is anticipated that the RFP will close approximately 30 calendar days after it is posted on ORPIN. The firm date and time will be available in the RFP documents. This date and time may not be amended by ODOT unless it is in the Departments best interest. It is anticipated that proposals will require delivery to the ODOT Region 1 Office at 123 NW Flanders Street, Portland, OR 97209. d. RFP evaluations / Interviews: It is anticipated that RFP evaluations will be conducted within 6-7 days from receipt of proposals and selected firms may be invited to interviews. e. Negotiations & Contract Execution: It is anticipated that this project will be negotiated and contract execution will be made on or about April 30, 2019.
