DescriptionPRE-BID MEETING There will NOT be a pre-bid meeting for this procurement. BID DOCUMENTS: ARC PLANWELL All documents for this bid, contract terms and specifications for constructions, plans and project manual are available for view and download free of charge at: https://order.e-arc.com/arcEOC/PWELL_Main.asp?mem=45 DEADLINE FOR QUESTIONS or CLARIFICATIONS All questions or requests for clarification must be received by March 16, 2019 at 11:59 pm. Submit requests by e-mail to the Procurement Analyst listed in the Bid Document. Questions submitted after the deadline will not be answered. ENGINEERS ESTIMATE The Engineerâs Estimated Range for this project is $2,800,000 to $3,100,000. ALTERNATE BID PACKAGES This project is using alternate bid package options as described in Section 00120 - 00130.10 of the Special Provisions located in the Contract and Specifications for Construction manual on ARC Planwell. Bidder must provide bid pricing in all three alternate bid schedules to be considered for award. The bidder is highly encouraged to read this section in its entirety for details regarding this process. SUBMITTING BIDS Bids must be submitted on paper and time stamped by the date and time listed in the bid document. Bids submitted electronically or after the deadline shall be rejected. PREQUALIFICATION The Agency will only consider a Bid from a Bidder who submits with their bid the following proof of their prequalification with ODOT: (1) a copy of an ODOT Prequalification Letter that includes the Class or Classes of Work specified in the Special Provisions; or (2) documented evidence that the Bidder submitted to ODOT at least 10 days before Bid Opening a complete prequalification application in the Class or Classes of Work specified in the Special Provisions and then, no later than two (2) business days following Bid Opening, submits to the Agency a copy of the applicable ODOT Prequalification Letter. New and renewal prequalification applications, approval time frames and important additional information on prequalification is available on ODOTâS website at: http://www.oregon.gov/ODOT/CS/CONSTRUCTION/Pages/Prequalification.aspx FEDERALLY FUNDED PROJECT This work is subject to Federal requirements described in Bid Documents including, but not limited to: Title VI Disadvantaged Business Enterprise (DBE) Buy America Davis-Bacon and Oregon Prevailing Wage BIDDER CHECKLIST Submit all items in a sealed and time-stamped envelope to the Multnomah Building, 501 SE Hawthorne Blvd., Suite 125, Portland, OR 97214 by the date and time listed in the bid documents. Electronic submission is not allowed for this bid. Bid Statement with any exceptions filled out, bidder status completed and Limited Statement completed if applicable. Bid Schedule completed and total amount in words printed. Signature pages with Notary Seal attached. Bid Bond submitted. DBE Commitment Certification and Utilization Form submitted, if applicable. First-Tier Subcontractor Disclosure Form ODOT Prequalification Approval Letter or Application (See PREQUALIFICATION above)
