DescriptionA road under ODOT jurisdiction that no longer fulfills its original role in the context of the larger state highway system may be a very important route to the city or county where it is located in the context of the local and regional system. Metro is requesting proposals from qualified consultants or teams of consultants to: - Assess the set of state-owned arterial highways that might be candidates for jurisdictional transfer - Conduct a corridor needs assessment - Address the capacity and readiness of a local agency to receive one of these facilities. - Establish agreement on regional approach to transfers and priorities for the region. Pre-Proposal Conference A voluntary pre-proposal conference will be held in Room 270, Metro Regional Center, 600 N.E. Grand Avenue, Portland, Oregon on Tuesday, April 2, 2019 at 2:00pm. This meeting will have two purposes: 1. To introduce COBID firms to potential prime contractors to explore contracting and subcontracting opportunities, and 2. To provide interested proposers and subcontractors an opportunity to gain information about the RFP requirements.
