DescriptionThe State of Oregon, acting by and through the Department of Transportation ("Agency"), is issuing this Request for Proposal for development of an integrated business system to increase the efficiency of various permitting program users, to include both internal staff and external data consumers. The resulting system(s) must include flexible business rules engine, reporting functions, content management, a portable mobile version and GIS mapping tools. The Agency has permitting systems used to regulate the use and access to land abutting the state roadway system. The Agency desires a comprehensive suite of permitting tools that can control and manage various administrative functions. The Agency at this time is looking for an integrated web-based COTS solution which will provide the permitting staff with centralized data and workflow management tool. This solicitation is specifically focused on an integrated web-based COTS solution, which is expected to provide Highway Approach Permitting staff the benefits of a consolidated system for the approach permitting administrative processes. System maintenance will be supported by the vendor and ensure compliance with the latest Agency policies and statutes or administrative rules related to highway approaches. The Agency reserves the right to execute amendments to expand on the final contract for extra maintenance or additional permitting tools. In order to minimize risk and cost, Proposers will meet the ODOT Enterprise Technology Infrastructure Standards (Attachment J) or will document any deviations to the standards. The proposal must include Proposer's system standard technical architectural visual diagram. Additional details on the Scope of the Software or Services or both are included in the Scope of Work/Specifications section. Agency anticipates the award of one Contract from this RFP.
