OPTIONAL PRE-BID CONFERENCE An OPTIONAL Pre-bid conference is scheduled for April 16, 2019 at 1:00 P.M. at the Multnomah Building, 501 S.E Hawthorne Blvd. Portland Oregon 97214, First Floor, Room 126. This pre-bid conference will not be a walk-through of the site and does not require security clearance.  The purpose of the pre-bid conference is to review required documents for submitting the bid.  QUALIFICATION REQUIREMENTS There is no formal prequalification process for this bid.  BID DOCUMENTS All documents for this bid, contract terms and conditions, and project manual are available for view and download on the Buyer Attachments page of this Sourcing Event.  FIRST-TIER FORM AND GOOD FAITH EFFORT FORMS Contractors are strongly encouraged to attend the optional pre-bid conference to receive an overview on completion of the required forms. Located in the Buyer Attachments are instructions for completing the First Tier Form and Good Faith Effort Forms. This form is labelled as, "Simplified Instructions for Completing the First-Tier Form and the Good Faith Effort Forms.  The Buyer Attachments page includes the following:  Procedural Instructions - This includes "Instructions for Bidders" and Contract Award Procedures Bidding Pages Project Manual (includes Sample Contract) Project Manual Specification Revisions Drawings Simplified Instructions for Completing First-Tier Form and Good Faith Effort Forms- This document is for informational purposes only. Contractors who do intend to bid on this project will need to follow ORS 279C.370 in reference to the submission of these forms.  Attachment 1 - Interstitial Area Drawings Attachment 2 - Bid Revision Document PREAPPROVED AND DENIED SUBSTITUTION REQUESTS The following items are approved as a substitution: Network Switches- The Aruba 2920 series of PoE switches are approved as a substitute.  The following items are not approved as substitutions: Video Management Software Touch Screen Software Vicon V9360 Camera Vicon V942D-W312MIR FLIR 4 Channel Encoder BID SUBMISSION Bids must be submitted electronically through this Sourcing Event. Bidders will submit their pricing in the service line item area of the sourcing event.  Documents required two (2) hours after bid closing time may be included at time of bid submission.  Documents that are included with bid submission should be uploaded as a Supplier Attachment with your response.  PROJECT MANUAL CORRECTIONS 1. Section 01 10 00 of the Project Manual calls for a contract completion of 90 days. 90 days has been deleted and is updated per the following. The project deadline has been extended to 12 months and replaces the deadline of 90 days. 2. Section 28 23 30, 2.2, A - reference Division 27 section deleted.  3. Section 28 23 30, 2.2, C 2 - Description for "8GN DDR4" deleted and replaced with "RAM: 8 GB, DDR4." 4. Section 28 23 30, 2.2, I - The current touch screen software at the Justice Center is Siemens Portal 13. The County will be changing this to Schneider Electric Vijeo Designer. 5.  To clarify, the current elevator contractor at the County is Thyssenkrupp Elevator Corp. 6. Section 28 23 30 Detention Video Surveillance System "O" number 2, delete and replace SEP with SFP.  7. To clarify, door status and lock status switches are field wired in series. No additional inputs are required for this function. No additional wiring is required.  8. To clarify, on drawing ES412, a; PLC Processors, PLC Processor Power Supplies, PLC I/O, and PLC Backplanes are new. Relays, terminal strips, and other interfacing hardware may be reused except as noted on the floor plans, or as necessary to relocate from current locations to new locations as shown on the floorplans.  9. See final revisions in Attachment 2 - Bid Revision Document.
