The State of Oregon, acting by and through the Department of Transportation, ("ODOT" or "Agency"), is issuing this Request for Proposal for a new traffic count management system. Additional details on the scope of the project are included in Attachment H Statement of Work and Attachment I Business and Technical Requirements. ODOT anticipates the award of one Contract from this RFP. The initial term of the Contract is anticipated to be approximately 1 year for implementation, plus 5 years for support and maintenance with options to renew up to a cumulative maximum of 20 years for support and maintenance. The scope of this project includes replacing the current software system with traffic counting functionality (the "System") that meets federal standards, implements loaders for the comprehensive list of existing traffic counters, and provides a more accessible, dynamic reporting and extract capability for internal and external customers. It also includes user training. The system also must be scalable and flexible for integration and interoperability opportunities in the future with other systems and assets. Project Objectives: * Replace the current failing system with a commercial off-the-shelf (COTS) application that supports the load and management of ODOT's count data, including continuous, short term, and manual counts * Implement data loaders that support the collection of counts from the 21 commercial trucking 'weigh-in-motion' sites, ramp meters and non-motorized vehicles * Support annual processing and reporting * Improve the flexibility and access to count data through standard and ad-hoc (user-selectable) extracts and reporting * Improve access to count data for internal and external customers * Provide better integration of road network data between ODOT's corporate systems * Create a foundation for scalability that supports the traffic count program vision The TCM software replacement project is anticipated to be completed by June 2020.
