Pre-Proposal Conference:  There will not be a pre-proposal conference for this sourcing event. INTRODUCTION The Multnomah County Inverness Jail Laundry Facility (MCIJ) launders approximately 2,000,000 lbs. of laundry each year. Servicing approximately 1450 Inmates between two facilities.  We provide this service utilizing commercial industrial size washers and dryers.  We need a dependable qualified supplier to provide necessary chemicals to meet our laundry service demands.  SCOPE OF WORK The products required are as follows.  Please complete the Cost Analysis(follow the formula provided for pricing)Form under Buyer Attachments and add under Supplier Attachments once complete: 1. Liquid Industrial Laundry Detergent (Normally sold in 55 Gallon Containers) 2. Liquid Alkaline Builder 3. Sodium Hypo Chlorine Bleach 12% 4. Liquid Iron Sour 5. Defoamer Defoam Dissipator 6. Touch Up Dye might be needed on an infrequent basis, (key Color: Maintenance Towel Dye)  The below specifications must be met: 1. All chemical dispensing equipment is provided by the chemical supplier. 2. Supplier agrees to supply a technician to perform on site check of dispersing equipment weekly.  A Records Check will be required prior to entry of Jail Facility.  See Attachment under Buyer Attachments.  3.  Supplier service technician will respond, by telephone or in person, to any problems the same day as notified of problem. 4.  Any repairs must be performed immediately in an attempt to limit down time, a response is required within 48 hours. 5. Supplier will deliver supplies in a continuous timely manner ensuring that customer supplies remain stocked. 6. Supplier will remove all empty supply containers when new supply containers are delivered. 7.  Once an order is placed, delivery should made within 30 days. The MCSO MCIJ laundry facility is located at, 11540 NE Inverness Drive Portland Oregon 97220.  Below are the current commercial machines in use: Quantity Type Make Model Age Quantity Type Make Model Age 1 500 LB Milner Washer 64046 F6N 9 2 500 LB Milner Washer 63036 19 4 400 LB American Dryer 4464 9 1 100 LB IPSO Washer IHHF1200ANH 11 METHOD OF AWARD An award will be made to the supplier with the highest score on the evaluation.  The award will be made by an all or none basis.  The next highest bidder will be used when the primary bidder is unable to provide the services as required by this proposal. ESTIMATED PURCHASES Five year period total estimates: Detergent 2900 Gallons Alkaline 3500 Gallons Bleach 1600 Gallons Iron Sour 410 Gallons Defoamer 40 Gallons or $50,000 per year The County in no way implies or guarantees that the estimated amounts or any amount will be purchased during the term of any contract resulting from this request for Intermediate Proposal. Method of Contracting A service contract will be executed.  The delivery of goods cannot commence until a contract is duly and properly executed.  A Services Contract form is provided in the Buyer Attachments  showing the standard terms and conditions.  Carefully review the terms and conditions of the Contract.  Additional Contract terms related to this procurement, if any, are set out below in the section entitled Term of Contract.  PRICE ESCALATION/DE-ESCALATION Prices included with the proposal shall not be increased through 1st anniversary of the contract.  Thereafter once adjustments may be proposed in writing not less than 60 days prior to the effective date of the increase.  The County Shall have the option to either accept the price increase or terminate the contract.   Prices will be subject to increase or decrease only in the same proportion as changes of the manufacturer's published price list or other basis of change in the manufactures pricing schedule.  Multnomah County reserves the right to audit the vendor's records relating to the price changes.  The county shall receive immediate benefit of price decreasing at any time during the term of the contract such as those resulting from promotional advertisements.  Contractor shall promptly notify the County of the amount and effective date of each decrease.  If contractor's cost of any item in the proposal, decreases contractor shall pass price reduction to the County on all orders placed after the effective date of the price decrease.  Contractor shall provide the County acceptable documentation, supporting the price adjustment.  The County shall determine what constitutes acceptable documentation. TERM OF CONTRACT The term shall not exceed five (5) years from the effective date indicated on the awarded contract. INSURANCE REQUIREMENTS The insurance requirements are set forth in Exhibit 2 of the Services Contract located in the Buyer Attachments page.  Please review these requirements carefully. at the time of contracting Failure to provide any of the required documents or meet any of the below requirements shall result in cancellation of the contract. Proposers must be legal entities, currently registered to do business in the State of Oregon (per ORS 60.701). Proposers must submit verification that all insurance requirements are met. Submission of the attached Records Check Authorization form must accompany the bid document.
