Description

Agency will conduct a MANDATORY pre-Proposal conference for this RFP. Agency has scheduled a pre Proposal conference on Tuesday July 16, 2019 at 10:30am, to be held at Gate 1, 7501 NE Avery Street, Newport, Oregon 97365. Attendance is mandatory. The purpose of the conference is to provide additional information regarding this solicitation and to answer any questions Proposers may have. Proposers are cautioned that the official RFP requirements will change only by written addenda issued by Agency. ODOT is seeking the services of a qualified Consultant to design a new ODOT/ Oregon Department of Forestry ("ODF") Co-location Maintenance Facility located in Newport, Oregon in Lincoln County ("The Project"). Consultant shall provide all necessary planning, design, construction support, post construction support and record drawings services. The Services Consultant shall perform for each phase of the Project are described below. The Project, when completed and constructed in accordance with the intent established by the drawings, specifications, deliverables and other documents prepared by Consultant pursuant to this Contract, shall be structurally sound, and a complete and properly functioning facility suitable for the purposes for which it is intended. The selected new co-location site experiences winter weather conditions, resulting from wind, rain, flooding, and at times snow and ice. The Project will need to incorporate system redundancies and generator back-ups that allow for continued operations in order for the agencies to function and continue to serve the public in the event of severe weather events and other emergencies. The Project will be used by both ODOT/ ODF during daylight working hours during summer operations and around the clock during winter and fire season operations. For ODOT, the use is intermittent as crews and equipment are generally engaged in highway maintenance functions off-site. ODF uses for the site are to administer and house their operations, equipment, and vehicles year around with an emphasis on fire season. ODF also will have temporary quarters for seasonal staff during peak firefighting season. Construction materials and systems utilized need to be hardy and low-maintenance in order to hold up to heavy use by ODOT/ODF crews as well as exposure to all coastal conditions. ODOT has conducted an initial facility needs assessment for both Agencies, developed a written Program Document and has completed a preliminary site layout based on identified program requirements. A Lincoln County ODOT/ODF Co-location Facility conceptual site layout will be provided prior to beginning design and will represent the minimum requirements that must be included in Consultant's design. Agency intends that the consultant shall utilize the program and preliminary site layout as the basis for their ongoing programming and design effort. Site layout and configuration may require adjustment as dictated by specific civil design constraints as identified during the Conceptual Design Phase. Site improvements also include street, sidewalk, and landscape improvements, public utilities and their distribution to the site and buildings to include electrical power, wired and wireless communications, natural gas, domestic water, and sanitary hookups etc. Design work includes site lighting, fence enclosures, excavation, fill, grading, storm water drainage, storm water treatment and disposal, treatment and disposal of wash water and floor drains, parking and paving.
